As I needed to replace my Tourer washer motor, I did the recommended procedure of turning steering wheel to full lock and remove wing liner.

Bad move,  My steering locked and would not move and the ignition key would not turn either.  So in desperation, I lightly tapped the ignition lock a few times,

smeared graphite powder on the key,  I then jacked the front of the car up to lessen weight,  Bingo!. something  worked, steering and ignition back to normal.

Hi....welcome to the Forum

That sounds like the rack went to the point where the steering couldn't cope with the angle and weight on the nearside wheel and by lifting the weight resolved it.
Interesting bit of information and thanks for sharing it with us.
By the way, did you sort the washer pump?
