Insignia Engine Noise Whispy Worse When Cold

Hi, I have a 2009 Insignia 2.0 160 bhp CDTI that has an engine noise which is worse when cold. It is like a fan belt noise, like a whispy noise. Vauxhall said it was the V Belt and I've had that changed and it doesn't sound any better although they tell me they have put it against another insignia of similar mileage (62,000) and they say mine is quieter after changing the belt.

 

Can anyone help please, Vauxhall say it is just consistent with general wear for the mileage it has done and that there is nothing wrong with it. They did say I could try changing the tensioner but that might not help either. Would appreciate anyones help with this. Cheers Pete.
